Para atender a los gastos que demanden los estudios y obras de que tratan los artículos anteriores, el Gobierno podrá contratar empréstitos destinados a la ejecución completa del plan que se acordare garantizándolos con la responsabilidad del Estado y la especifica del impuesto de valorización de que trata la Ley 25 de 1921 .
