Art. 1.° Se reconoce al Teniente de la Guardia colombiana, Segundo Neira, como inválido asimilado a los mutilados, el derecho a devolver los bonos flotantes que recibió al capitalizar su pension i los intereses respectivos, para que se le pague en dinero lo que le corresponde, desde la fecha en que verificó la capitalizacion, i siga en el goce de la pensión que ántes disfrutaba.
