º LAS EXCEDENCIAS DE PALABRAS DE LA LIMITACIÓN FIJADA EN EL PRESENTE DECRETO SERÁN CUBIERTAS POR LOS INTRODUCTORES INMEDIATAMENTE ANTES DE TANMITIR LOS RESPECTIVOS TELEGRAMAS , con el porte ordinario si el telegrama es común u con el porte urgente si tiene este carácter. En casos muy especiales que requieran mayor número de palabras por la importancia u urgencia del asunto, se pedirá autorización previa al Presidente de la República para transmitir los despachos con la excedencia.
