La Empresa del Acueducto suministrara gratuitamente al Municipio de Ipiales, a os establecimientos de beneficencia y educación y al Gobierno Nacional, la cantidad de agua que necesiten para sus dependencias en la ciudad de Ipiales y respetara los contratos que, en orden al acueducto y alcantarillado, haya celebrado o celebre en el futuro, con particulares, el Gobierno Nacional.
