El Gobierno dictará las providencias necesarias a fin de que el consumo de las mercaderías introducidas por Tumaco quede estrictamente reducido al territorio del Departamento de Nariño; y queda autorizado para elevar la tarifa para la Aduana de Tumaco tan luego como los intereses del Fisco así lo exijan.
