Naves fluviales o lacustres que transportan sustancias capaces de producir deterioro ambiental y otorgamiento de licencias de transporte fluvial o lacustre de petróleo o sustancias tóxicas. Para determinar los lugares, la forma de lavado, las condiciones de operación de las naves fluviales o lacustres que transportan sustancias capaces de producir deterioro ambiental, así como para el otorgamiento de licencias de transporte fluvial o lacustre de petróleo o sustancias tóxicas, el Ministerio de Transporte, tendrá en cuenta, de acuerdo con lo previsto por el artículo 39 del Decreto-ley 2811 de 1974, las regulaciones que al efecto establezca el Ministerio de Ambiente y Desarrollo Sostenible y exigirá su cumplimiento por parte de quienes realicen estas actividades.
