El Gobierno al regionalizar y zonificar el país establecerá, previo concepto del Consejo Asesor de la Política Agropecuaria, áreas del territorio nacional en donde determinados programas de la Reforma Agraria deberán tener prelación. Decláranse áreas de desarrollo especial el Chocó y la Orinoquia y Amazonia. En tales áreas la labor del Instituto de la Reforma Agraria durante los diez (10) años siguientes a la vigencia de esta Ley, será preferentemente de colonización, construcción de obras de infraestructura y adjudicación de baldíos, sin perjuicio de la aplicación de los otros mecanismos que permite la ley, de acuerdo con planes regionales debidamente elaborados.
