El superior a quien corresponda aplicar las sanciones de que trata este Decreto, procederá de oficio, o a instancia del Departamento de Vigilancia Judicial del Ministerio de Justicia, del respectivo Agente del Ministerio Público, o a petición de cualquier particular que acompañe a su solicitud la prueba sumaria de los hechos en que funde aquélla, o siquiera un principio de prueba por escrito.
