Art. 3.° Antes de de terminarse las obras a que la presente lei se refiere, los empresarios no podrán dar a la venta ninguno de los artículos mencionados en el artículo 1.°, i en caso de verificarlo pagarán derechos triples de los que se cobren en las Aduanas de la República.
