Reparto equitativo de cargas y beneficios. En desarrollo del principio de igualdad de los ciudadanos ante las normas, los planes de ordenamiento territorial y Ias normas urbanísticas que los desarrollen deberán establecer mecanismos que garanticen el reparto equitativo de las cargas y los beneficios derivados del ordenamiento urbano entre los respectivos afectados.

Las unidades de actuación, la compensación y la transferencia de derechos de construcción y desarrollo, entre otros, son mecanismos que garantizan este propósito.
