º Toda lista cuyos votos válidos no hubiere alcanzado una cantidad por lo menos igual a la mitad del cuociente electoral, quedará excluída del escrutinio; pero los votos emitidos por las listas que quedaren así excluídas del escrutinio, se acumularán a los de la lista del mismo partido que hubiere obtenido mayor número de votos.
