Art. 31. El Gobierno nombrará y removerá libremente los Inspectores generales, éstos nombrarán los Inspectores provinciales con aprobación del Ministerio del Ramo, y los Inspectores locales serán nombrados por los provinciales con la aprobación de su inmediato superior.

& Cuando las funciones de los Inspectores generales sean ejercidas por los Secretarios de los Gobernadores, corresponderá á éstos hacer los nombramientos de los Inspectores provinciales.
