Art. 25. Los empleados de Instrucción pública primaria durarán en sus destinos por el tiempo de su buena conducta y de su buen desempeño, no podrán ser removidos sino por justa causa, suficientemente comprobada a juicio del Gobierno y después de haberse oído los descargos del responsable, ni suspendidos, sino en los casos que se expresan en el artículo siguiente.
