De acuerdo con el numeral 11 del artículo 76 de la Constitución, autorizase al Gobierno Nacional para contratar empréstitos, realizar todas las operaciones de crédito necesarias y efectuar traslados y abrir créditos en el presupuesto actual y el de las vigencias posteriores, y, en general, para efectuar las operaciones administrativas indispensables para el cumplimiento de la presente Ley.
