Destínase una suma no menor de quinientos mil pesos ($ 500.000) para la celebración del Congreso Grancolombiano de Historia que se reunirá en Ocaña en el año de 1978. Esta suma será entregada a la Academia Colombiana de Historia para que, junto con la Academia de Historia de Ocaña, convoquen y organicen el expresado Congreso.
