Los productores de materiales de referencia certificados legalmente constituidos y que demuestren su competencia técnica mediante un certificado de acreditación vigente con la norma ISO GUÍA 34 y sus Guías complementarias (Guía ISO 30, Guía ISO 31, Guía ISO 33, Guía ISO 35) o las que las modifiquen, sustituyan o adicionen.
