Art. 3.° El presente decreto se comunicará a los Gobernadores o Presidentes de dichos Estados i a los Presidentes de las lejislaturas para que nombren los individuos que con los designados por el Poder Ejecutivo, deben construir las Juntas administradoras de los fondos de salinas i pasos de los ríos navegables que bañan el territorio de mas de un Estado.
