Articulo 11. Los manifiestos, facturas y conocimientos de embarque de material de propagación de plantas a que se refiere este Decreto, contendrán una descripción completa de los artículos que se importen, y se expresará además en tales documentos tic quién se recibieron dichos artículos y a quién y por qué conducto van dirigidos. A los manifiestos o conocimientos de embarque se agregará, original el permiso de importación de que trata el artículo 7.º,
