Los funcionarios públicos y los dueños, Administradores o Agentes de establecimientos u Oficinas particulares, están en el deber de someterse a las visitas que han de practicar los Inspectores y en el de facilitar éstas. Cuando se negaren a recibirlas, o las dificultaren, les serán impuestas multas de dos a veinticinco pesos.
