Autorizase al Gobierno para destinar la cantidad de cuatro millones de pesos ($ 4.000.000) al equilibrio de este Presupuesto, tomándolos del saldo de la cuenta especial de cambios en el Banco de la República. En consecuencia, el Gobierno queda facultado para celebrar con dicho Banco los acuerdos o contratos a que hubiere lugar.
