Artículo primero. De acuerdo con lo ordenado por la Ley 38 del 3 de diciembre de 1975, el Gobierno nacional por conducto del Ministerio de Hacienda y Crédito Público- procederá a efectuar una emisión de títulos de deuda pública interna denominados Bonos de Desarrollo Económico, clase "H", hasta por un valor de quinientos millones de pesos ($500.000.000.00) moneda corriente.
