Ninguna obrase podrá iniciar sin qué el contrato, respectivo esté perfeccionado incluyendo pago de impuesto de timbre y derechos de publicación, certificado de reserva y fondos expedido por la Auditoría Fiscal si su cuantía lo exigiere, y el cumplimiento, de las demás disposiciones vigentes relacionados .con el respectivo contrato.
