Los contratos que se celebren con fundamento en las autorizaciones conferidas por el artículo 2º. de la Ley 25 de 1980 sólo requerirán para su celebración y validez:

Concepto previo de la Junta Monetaria;

Concepto previo de la Comisión Interparlamentaria de Crédito Público, el cual deberá rendirse dentro de los ocho (8) días siguientes a la fecha para la cual haya sido citada para este efecto por el Gobierno;

Firma y aprobación del Presidente de la República, previo concepto del Consejo de Ministros.
