La evaluación de los factores contemplados en los literales b) al e) del artículo 1° de este Decreto, tendrá lugar una sola vez al año, y las remuneraciones derivadas de ésta, surtirán efectos fiscales a partir del 1° de enero del año siguiente, previa la expedición del correspondiente acto administrativo. Las solicitudes respectivas y las de promoción en el escalafón deberán presentarse antes del 30 de septiembre de cada año.
