Artículo séptimo. Queda absolutamente prohibido a todas las entidades descentralizadas del orden nacional dictar resoluciones de reconocimiento y legalizar obligaciones contrarias por fuera del acuerdo interno de obligaciones. Por consiguiente, las mencionadas entidades deben comprobar que han sometido sus contratos y pedidos a la aprobación prevista para los mencionados acuerdos. Los ordenadores de gastos serán responsables de los desembolsos que se hagan sin el lleno de esta formalidad.
