Si al expedir un pasaporte se comete un error no imputable a la oficina expedidora, el solicitante deberá cancelar el valor del mismo. Si se trata de imperfectos de fabricación o mal a calidad de los materiales de la libreta de pasaporte, el solicitante tendrá derecho a que le sea reemplazado sin costo alguno.
