Art.30 bis. Comprende á los Jueces de escrutinio lo dispuesto por los artículos 147 á 149 de la Ley 7°. de 1888, y serán nulos, en consecuencia, los votos emitidos en contravención a esta disposición; y así serán declarados por las Corporaciones encargadas de hacer los escrutinios.
