° Para la construcción de todas las obras de qué trata el presente Decreto, los Municipios de la séptima categoría no estarán obligados a ningún aporte; pero debe suministrar los terrenos que sean necesarios cuando sus recursos fiscales se lo permitan, salvo que por causas fiscales especiales sean eximidos de esa obligación por la Junta Directiva del Instituto de Fomento Municipal.
