Los jóvenes individualmente y/o asociados en organizaciones libremente establecidas serán uno de los principales ejecutores de la presente ley y podrán crear redes de participación que les sirva para la concertación con el Estado y las instituciones que trabajan en pro de la juventud. Estas redes también serán un medio para la representación de la juventud de que trata el artículo 45 de la Constitución Nacional.
