En caso de que oportunamente no se incluyeran en el Presupuesto Nacional las partidas del auxilio decretado en el artículo precedente, o parte de ellas, facultase al Gobierno para hacer los traslados presupuestales o para abrir los créditos requeridos a fin de dar cumplimiento fiel y oportuno a la presente Ley.
