La Junta tendrá autonomía para el manejo de estos fondos, desempeñará sus funciones ad honorem, tendrá un Tesorero remunerado a quien se exigirá fianza de manejo; las cuentas detalladas serán llevadas por éste y rendidas a la Corte Nacional del ramo.
El Poder Ejecutivo reglamentará las funciones de esta Junta oyendo previamente el dictamen del Concejo Municipal de Bogotá y el de la Dirección Nacional de Higiene.
