Art. 4.° El reconocimiento de los créditos de que se habla en los puntos 1°, 2°.y 3°. del artículo 2°. de esta ley, se hará por una comisión compuesta de tres miembros nombrados por el Poder Ejecutivo, oyendo al Consejo de Estado. Dicha comisión tendrá un Secretario y tres Oficiales escribientes.

Se exceptúan de esta disposición los créditos de extranjeros, los cuales deben reconocerse de acuerdo con lo dispuesto en la Ley 10 del presente año.
