Art. 11. Los individuos a quienes se refiere este Decreto, que dejen de presentarse ante la respectiva autoridad dentro del término fijado, a más de la persecución militar, de las penas consiguientes y de las contribuciones de guerra, pagaran por cada día de retardo en la presentación una multa de diez a mil pesos, que graduara la autoridad correspondiente y se hará efectiva de los bienes de mas fácil realización, de preferencia a cualquiera otra pena pecuniaria.
