°. Ningún empleado, fuera del Jefe de la respectiva oficina, podrá hacer los recaudos de que trata el presente Decreto, salvo autorización previa y por escrito del Jefe; ni éste, ni otro alguno, podrá negarse a dar el recibo respectivo, con las formalidades establecidas, bajo la sanción de multa de que se trata en los artículos 4° y 6° del presente Decreto, y sin perjuicio de que pueda imponérsele la pérdida del empleo.
