En el Presupuesto de rentas y gastos de la próxima vigencia fiscal, se apropiará necesariamente la partida o partidas suficientes para los fines de que trata esta Ley, pero si así no se hiciere, el Gobierno procederá a abrir los créditos necesarios o a hacer en el Presupuesto lo traslados que estime convenientes para ello, sin necesidad de llenar posteriores requisitos.
