Para el ascenso a la categoría de consejero el funcionario deberá asistir a los cursos y superar satisfactoriamente las pruebas orales y escritas que organice el Instituto Colombiano de estudios Internacionales. Los cursos tendrán una duración mínima de 60 horas en total y las áreas serán establecidas por el Consejo Académico.
