El objeto del presente título es reglamentar la forma como las Entidades Estatales podrán celebrar directamente contratos hasta por la mínima cuantía con personas naturales o entidades sin ánimo de lucro que hagan parte de la economía popular y comunitaria, los cuales se denominarán Asociaciones Público-Populares (APPo).
