Las sociedades de mejoras públicas, establecidas o que se establezcan en el país, que hayan obtenido personería jurídica, podrán verificar en cada ano hasta cuatro (4) rifas de casas higiénicas para trabajadores, debidamente acondicionadas, en los barrios o sectores populares más aconsejables de las ciudades, y siempre que dicha urbanización cuente con la aprobación de la sección de obras públicas del respectivo Municipio.
