Art. 47. Si se trata de calumnia o injuria contra los Jefes de naciones extranjeras o sus Agentes Diplomáticos, es necesario, para proceder, la queja de estos último o la solicitud del Ministerio de Relaciones Exteriores y la comprobación de que en la nación a que pertenece el ofendido rige y se practica la disposición cuya aplicación se solicita.
