Art. 4 o Desde la misma fecha las Secretarias de las Legaciones de Colombia abrirán un libro en que se copien todas las comunicaciones que salgan de la Legación, cualquiera que sea su destino, cuidando que ese libro esté provisto de un índice analítico, que se formara día por día, a fin de facilitar la consulta del contenido volumen.
