Art. 2°. Los empréstitos, suministros o expropiaciones de que no se expidiera recibo a favor del interesado, podrán comprobarse por medio de declaraciones testimoniales; Pero si el valor de estos empréstitos, suministros o expropiaciones, en dinero o en especies, no figurare en las cuentas de la Oficina de manejo respectiva, a que debieron ingresar, la prueba testimonial sólo servirá para exigir la responsabilidad civil y criminal correspondiente del empleo o persona que exigió el empréstito, hizo la expropiación o exacción.
