Autorizase a la Asamblea Departamental de Caldas para organizar una administración especial en el territorio de San Antonio de Chamí, del Municipio de Pueblorrico, con facultades para crear entidades municipales o para segregar parte de aquel Distrito a fin de elegir un nuevo, sin sujeción a las disposiciones de la Ley 71 de 1916 .
