Obligatoriedad de análisis de proyectos de recuperación . Los municipios mayores de cien mil (100.000) habitantes están en la obligación de analizar la viabilidad de proyectos de recuperación de residuos sólidos. En caso de demostrarse plenamente la viabilidad de los proyectos, la municipalidad y las entidades prestadoras del servicio tendrán la obligación de promover su desarrollo.
