Se declaran vigentes los derechos que tienen los Departamentos para establecer servicios telefónicos por alambre, de acuerdo con las leyes 41 de 1921 y 56 de 1922. Los Municipios pueden con aprobación del Gobierno Nacional, establecer los mismos servicios telefónicos dentro de su jurisdicción y otorgar concesiones o permisos para la instalación de plantas telefónicas locales.
