El Gobierno procederá a hacer reparar y poner en estado de servicio, con fondos del Tesoro Nacional, la draga Bolívar y el remolcador Canalización , y a entregar, por el tiempo que crea necesario, ambos vehículos a la Municipalidad de Barranquilla, siempre que ésta se encargué de canalizar e higienizar, por su cuenta, los caños de Barranquilla.
