Para el fomento de las sociedades agrícolas que se organicen de conformidad con la Ley 74 de 1926 , el Tesoro Nacional contribuirá con la suma indicada en el artículo 31 de dicha Ley, y además con una suma igual a la que para el mismo fin voten las respectivas Asambleas Departamentales. Tanto el auxilio de la Ley 74 como el que se decreta por la presente Ley, deberán dedicarse al fomento directo de la agricultura por medio de la propaganda, introducción de abonos y maquinarias, enseñanza, etc. En la cuenta de cobro deberá demostrarse la inversión que se ha dado al auxilio nacional recibido en el año anterior.
