Con el objeto de facilitar a los estudiantes de las Universidades Nacionales y Departamentales el cumplimiento de sus obligaciones militares, autorizase al Gobierno para organizar en aquellas las instrucción militar, determinando, además de las condiciones que estime convenientes, un acuartelamiento no menor de ocho semanas, que podrá llevarse a cabo en periodos de cuatro semanas en dos años sucesivos de instrucción.
