Los jefes de las Oficinas vigilarán que los Secretarios reciban los archivos por inventario y que arreglen convenientemente el que corresponda al tiempo que funcionen. Al efecto, impondrán multas sucesivas a los Secretarios que han funcionado o funcionen, para que cumplan con sus deberes. Estas multas se reputan penas correccionales.
