Art. 5.° Autorízase al Gobierno para que, si los recursos del Tesoro lo permitieren, determine remates especiales para la amortización de los vales por indemnización á extranjeros, sin que por ello se introduzca innovación alguna en la manera de pago señalado en la ley para esta clase de documentos.
