Serán condiciones para gozar de las becas de que trata esta Ley:

a)

Buena salud y buena constitución física.

b)

Tener a la entrada al Instituto de doce a catorce años.

c)

Saber leer y escribir.

ch) Ser el niño hijo de padres vecinos del Departamento respectivo, artesanos o agricultores pobres.

d)

Buena conducta anterior.
